I am directed by Viscount Halifax to refer to

correspondence relating to expenditure in Hong Kong on

refugees evacuated from China, terminating with Colonial

Office letter 53838/2/39 of the 27th June, 1939, and to

transmit to be laid before Mr. Secretary MacDonald copies

of correspondence which has passed between this department

and His Majesty's Ambassador at Berlin, and with His Majesty's

Consul-General at Shanghai.

2. From this correspondence it will be observed that a

sum of Hong Kong $1964 remains outstanding, and that recovery

had not been obtained from the German Government before the

outbreak of war.

It would appear that since this sum cannot now be

recovered from other sources it should be met by the Government

of Hong Kong, since the persons in question are in the same

category as those who were previously considered by the

Colonial Office, and were accepted by the Refugee Committee

at Hong Kong in the knowledge that they were not British

subjects and had not been evacuated by the British Evacuation

Committee at Shanghai.

4. I am therefore to express the hope that the amount

outstanding, the sterling equivalent of which is £122.15.0,

may be refunded to His Majesty's Consul General at
